Construction and Equipping of 14 Medical Oxygen Plants

Healthcare infrastructure 2021–2022

Sustainable medical oxygen infrastructure

The project established permanent medical oxygen production and cylinder filling plants within health facilities, strengthening local production and reducing long-distance cylinder transport, particularly during the COVID-19 response.

Project sites were handed over to Gulf Golden Gate Company as the implementing company, within a project financed by the Islamic Development Bank, supervised by the World Health Organization and carried out in cooperation with the Ministry of Public Health and Population.

The fourteen plants were inaugurated in October 2022, with a combined announced production capacity of approximately 2,200 oxygen cylinders per day.

Scope of work

  1. Construction and equipping: permanent oxygen production units at the targeted health facilities.
  2. Medical production and filling: support sustainable local oxygen generation and cylinder filling.
  3. Installation and commissioning: install plants and prepare them for operation within health facilities.
  4. Handover and sustainability: put plants into service and reduce supply and transport burdens.

Health service context reported at inauguration

  • 2.3 million expected beneficiaries, as reported at inauguration.
  • 261 health facilities within the reported supply coverage.
  • Approximately 400,000 patients served by beneficiary hospitals in the first half of 2022.
  • 9,000 major surgeries and 121,000 deliveries reported as activity at beneficiary hospitals during that period.
  • These figures describe the health service context at inauguration; they are not current annual indicators or outcomes attributed entirely to the plants.

    Site handover

    Handover of some project sites to the implementing company was announced.

  2. November 2021

    Project announcement

    WHO and IsDB announced 14 plants in 11 governorates.

  3. April 2022

    First unit operational

    The first unit at Al-Sadaqa Hospital in Aden became operational, according to WHO.

  4. October 2022

    Inauguration of all fourteen plants

    The plants were inaugurated with a combined announced capacity of approximately 2,200 oxygen cylinders per day.
